Bipartisan legislation introduced in the Senate on 29 January includes the largest increase ever to the H-1B program.

The bill, S. 169, would more than triple the size of the H-1B program, while making nominal increases to the EB green card program.  If passed, the bill would be a boon to outsourcing companies while costing American workers tens of thousands of jobs.

At first glance, processing of encrypted signals seems like an oxymoron: once signals are encrypted the necessary information to do any meaningful processing is obscured. Fortunately this contradiction is only seemingly, and there is a growing community of researchers exploring and discovering new methods to manipulate encrypted signals.

In March 2013, the IEEE Signal Processing Magazine brings you a special issue on signal processing in the encrypted domain (SPED).

IEEE-USA E-Books offer a convenient way to brush up on career and policy issues. Choose from titles in a number of categories, including: careers, public policy, financial planning, innovation and more. Some titles are available as free member downloads, and most are available at heavily discounted member rates.

Here are a few recently added titles:

In recent years, signal processing applications that deal with user-related data have aroused privacy concerns. For instance, face recognition and personalized recommendations rely on privacy-sensitive information that can be abused if the signal processing is executed on remote servers or in the cloud.

Cooperation is known as an effective strategy in nature to achieve individual or common goals and is a key element in evolution for optimization, as Darwin pointed out in his famous work. Cooperation among weaker individuals (such as hyenas) has the potential to outperform stronger individuals (cheetahs) agnostic to the principle of cooperation.

IFS TC recently published a resource page that contains links pointing to useful resources e.g. bibliography, data sets, reference source code.

This month's featured IEEE News source is IEEE Societies and Communities Blog.

IEEE created a short video highlights some of the many benefits of being a U.S. IEEE member, and how the "I" in IEEE-USA is all about YOU.

Produced by IEEE-USA staff, you are welcome to download this video for use on your Section, Chapter or local IEEE web site, or to play at IEEE-sponsored events.

Legislation to create 55,000 new STEM visas was defeated in Congress on 20 September, despite receiving strong bipartisan support.

While disappointing, the vote does not necessarily preclude further action on a STEM bill later this year.

For more details, please read the article by Russ Harrison at IEEE-USA today’s engineer.
